The Public Sector in NSW
The public sector in NSW comprises three tiers of government – Commonwealth, State and Local Government.
The NSW Public Sector ITAB represents an estimated workforce of 235,000 paid staff and 145,000 volunteer staff. These organisations are responsible for:
  • the establishment and maintenance of public infrastructure and assets;
  • the delivery of a wide range of services to the NSW community;
  • ensuring compliance with a range of Commonwealth, State and Local Government legislation and regulation.
The following table indicates the number of organisations and persons employed in each government sector. State Government employees make up the greatest proportion of workers in the NSW public sector. State Government employees also comprise 11.1% of the total NSW Labour Force.

The data for the Commonwealth sector does not include Commonwealth agencies operating outside of the Public Services Act in NSW. Employment in the Commonwealth sector is higher than the figures shown in the table, but data is not available on the true size of this sector in NSW.

The above table incorporates most of the paid employees working in Public Safety (42,000) and Corrections (7,200)as agencies such as the NSW Fire Brigades, Corrective Services NSW and the NSW Police Service are included as part of the State Government. The Water Industry in NSW has an estimated workforce of over 13,000, many of whom are employed with State agencies such as Sydney Water or with local government. The Public Sector in NSW is also:
  • occupationally/functionally diverse with significant numbers of managerial, professional, sub-professional, technical and trades employees and uniformed police, fire and custodial officers.
  • geographically dispersed throughout the state, although the greatest concentration of public sector employees is in the Sydney metropolitan area.
  • culturally and demographically diverse
