The NSW Public Sector ITAB welcomes the Water industry to its portfolio

In a recent restructure of NSW industry training advisory arrangements in which the number of NSW ITABs was reduced to 11, responsibility for the water industry has been moved to the Public Sector ITAB. It was previously part of the Utilities and Electrotechnology ITAB.

The NSW Public Sector ITAB industry coverage now mirrors that of the national Industry Skills Council, Government Skills Australia. The ITAB is responsible for providing advice to NSW DET on the training requirements of the Public Sector, Public Safety, Local Government, Corrections and the Water industry in NSW.


New Planning resources for Local Government

The ITAB has managed a recently completed, NSW DET funded project, in which two Learner Guides have been developed for four units of competency from the planning stream of the Local Government training package. These guides form part of an updated suite of resources for the Diploma of Local Government (Environmental Health and Building Assessment). The Learner Guides are also suitable for delivery of Certificate IV in Local Government (Planning)

The two new Learner Guides cover the following units of competency:

Learner Guide "Provide information and support services to planning application processes" - covers LGAPLEM410A, LGAPLEM411A and LGAPLEM412A

Learner Guide "Assess applications for the use of land in council care, control and management" covers LGALAND403A.

To assist RTOs and students with the complex legislative and regulatory information that must be accessed, a Resource Guide has also been produced which provides an overview of and links to the key legislation and government agencies relevant to planners and building assessors.

Other units of competency for which Learner and Assessment materials are available include:

LGAEHRR501B - Implement council's responsibilities in food safety

LGAEHRR504B - Implement public education programs to improve community compliance

LGAEHRR509A - Undertake environmental and nuisance controls

LGAREG303A - Enforce legislation to achieve compliance

BCGSV5001A - Assess the construction of domestic scale buildings

BCGSV5004A - Apply legislation to urban development and building controls

BCGSV5008A - Apply control legislation to building surveying

BCGSV5011A - Apply building codes and standards to residential buildings

BCGSV5012A - Assess timber framed designs for one and two storey buildings

BCGSV5014A - Apply building surveying procedures to residential building applications

Subsidised training places

Commonwealth, State and Local Government organisations can access a wide range of qualifications that are heavily subsidised through the Productivity Places Program.

This website also refers to training subsidies available through the NSW Green Skills Program. RPL Resources

With funding received from NSW DET, the NSW Public Sector ITAB has managed a project from which 3 different approaches to RPL have been developed. An Assessor Guide, Candidate Guide and Employer Guide have been produced for each model. These guides are designed to be customised by the RTO to suit the candidates and the units being assessed. The exemplar resources have been based on the assessment of the following units:

Fire Safety Training Requirements in Health Care Facilities

NSW Health released a policy directive on 30 September 2009 which outlines the legal requirements to be met by public health facilities to ensure compliance with state fire safety requirements. The training requirements of Fire Safety Officers, Fire Safety Managers and Fire Safety Educators are now aligned to national units of competency. Promotional DVD for school based traineeships

In partnership with Government Skills Australia, the ITAB has produced a DVD which highlights the benefits of school based traineeships in local government. The DVD features two short clips: one targeted to high school students which is ideal for careers presentations or expos; the other is designed for General Managers and Human Resource Managers of councils.

The DVD is available free of charge from the NSW Public Sector ITAB (02-9499 3168) or it can be downloaded from the Government Skills Australia website at www.governmentskills.com.au



Traineeship for Aboriginal new entrants

TAFE NSW is offering an entry level qualification, Certificate II in Government Services, to Aboriginal people looking for a career path in Commmonwealth, State or Local Government. Comprised of a small core of TAFE units and a large range of national training package units relevant to government organisations, the course offers employers and employees many options in the selection of relevant workplace based competencies.

Certificate II in Government Services is also available as a school-based traineeship. For more information, contact your local TAFE Institute or TAFE NSW - Social Inclusion and Vocational Access Unit.



Diploma in Local Government (Environmental Health and Building Assessment)

The Building Professionals Board has agreed to recognise the Diploma of Local Government (Environmental Health and Building Assessment) as satisfying the qualifications criteria for accreditation in categories A3 Accredited certifier-building surveying grade 3 (category A3) and A4 Accredited certifier - building inspector (category A4) as part of the proposal to accredit council officers.

Under the proposal to accredit council officers there is to be a two year transitional period from 1 January 2010 to 1 January 2012 during which council officers who have obtained the Diploma of Local Government (Environmental Health and Building Assessment) will have met the qualification requirement for accreditation in categories A3 and A4.
