The Local Government training package (LGA04) is a resource designed specifically for local councils and Registered Training Organisations (RTOs) that are responsible for the skills development of local government employees.
The training package sets out the local government-specific competencies (or skills and knowledge) required by outdoor workers, by management and administrative staff and by those working in specialist planning, regulatory services or health and environmental roles in councils.
The training package currently includes 28 Local Government generalist and specialist qualifications that can be undertaken by school based trainees through to senior managers. The package also includes 3 Skills Sets.
During 2012 Government Skills Australia will be working with local government to introduce continuous improvement changes to LGA04, including the development of a Diploma of Local Government. These changes are anticipated to be endorsed in August 2012.

Generalist local government qualifications are:

Skill Sets
Skills Sets are single units or combinations of units of competency from a nationally endorsed Training Package, which link to a licence or regulatory requirement, or a defined industry need. Skills sets can provide an alternative to a full qualification by addressing a specific workforce skill need.
The Local Government training package has established 3 skills sets in the following areas:
- New Entrants’ Induction
- Local Government Compliance Management
- Building Certifiers and Assessors

Traineeships
Traineeships are pathways that combine work and structured training. New employees and existing workers can undertake a traineeship so long as they meet the eligibility criteria.
